Hanover, MD (March 13, 2023) — Major, Lindsey & Africa (MLA), the world's leading legal search firm, announced the placement of Jeffrey A. Smagula as chief legal officer and general counsel at Martin's Point Health Care. The search was conducted by Nancy Reiner, partner, and Pamela Salling, managing director, both with MLA's In-House Counsel Recruiting group.
Martin's Point Health Care is an innovative not-for-profit health care organization offering high-quality, affordable health care and coverage to the people of Maine and throughout New England and parts of New York State and Pennsylvania.
In his new role, Jeff will oversee both the legal and compliance programs for the organization, ensuring that Martin's Point is compliant with federal and state statutes and regulations, including the Centers for Medicare and Medicaid Services (CMS) and the Department of Defense/TRICARE Management Activity (TMA) rules and regulations. He will serve as legal advisor to the CEO, board of directors, and the audit and compliance committee and will be responsible for the organization's HIPAA privacy program.

Jeff most recently served as counsel for the health care and life sciences practice group at Verrill Dana LLP where he provided legal, regulatory and compliance guidance to healthcare clients, including health insurers, hospital systems, provider organizations, provider practices, service vendors and life science companies. Before joining the law firm Verrill, he spent five years as vice president, chief compliance and ethics officer at Tufts Health Plan. He also served as head of trade compliance and assistant general counsel at EMD Millipore Corporation. Jeff began his legal career as a member of the litigation department and government investigations practice group at WilmerHale LLP and, while at the firm, worked for six months as a special assistant district attorney at the Middlesex County District Attorney's Office. Jeff earned his J.D. from Georgetown University Law Center and his B.A. from Harvard University.
