MLA Places David Chen as General Counsel at Central City Concern

Hanover, MD (July 29, 2021) — Major, Lindsey & Africa (MLA), the world’s leading legal search firm, is pleased to announce the placement of David Chen as general counsel at Central City Concern in Portland.

The search was led by Alisa Tazioli, managing director in MLA’s In-House Counsel Recruiting group in Seattle.

Since 1979, the Portland community has trusted Central City Concern, a 501 (c) (3) nonprofit corporation, to help people create meaningful, long-term change. Every year, CCC serves more than 13,000 people experiencing or at risk of homelessness with affordable and supportive housing, person-centered health care, addiction recovery and employment assistance. CCC is located in Portland Oregon, has a staff of approximately 1,000 and an annual operating budget of $95 m. Annually, up to 12,000 people across the tri-county region are affected by homelessness. 

In his new role as general counsel, David will provide strategic leadership and guidance on a broad range of legal matters and advise executive leadership and the board of directors on company strategies, policies and procedures. He will also oversee the agency’s legal, compliance, and contracting operations and the work of outside counsel.

David most recently served as director of legal affairs, human resources and compliance for Decisive Data, a national end-to-end data analytics software and professional services company, where he was the organization’s corporate secretary and chief legal officer. Before Decisive Data, he spent nearly nine years as vice president, general counsel, chief compliance officer and employee engagement with CRISTA Ministries, a non-profit focused on education, international relief and development. David is also an adjunct professor teaching instructional design with Seattle University School of Law’s Master of Legal Studies Program. He began his career as a rule 9 law clerk with Premier Law Group. David earned his J.D. from Seattle University School of Law and his B.A. from Western Washington University.
